By default, packages are packed ‘individually’— This means every non-virtual item in a customer’s cart is processed using the UPS API, generating a quote for each. The final cost is a reflection of the quotes of each individual item.
Instead, you can define your own custom box sizes via settings. See the FAQ on this page for more about custom box sizes.

“Does this plugin support custom boxes?”
It sure does! This plugin’s box packer groups items into boxes that you define. Define the height, width, length, weight, and max-weight of your boxes. Though the packing is primarily based on volume, item sizes are also considered.
The box packer will be default use the smallest box that is able to fit 100% of a customer’s items. Or, it uses the highest % packed box. If the latter, unpacked boxes are passed back and the process repeated.
