  * Add   - Optional shipping insurance and signature confirmation, offered to customers as selectable rates at checkout and priced by USPS.
* Add   - New filters woocommerce_shipping_usps_skip_item_box_packing and woocommerce_shipping_usps_package_requests to let developers customise box packing and package requests.
* Fix   - Service commitment delivery time shown in USPS rate labels is now scoped to the selected rate, fixing inconsistent visibility when a per-rate woocommerce_shipping_usps_should_show_service_commitment filter is used.
* Fix   - Round lbs-to-oz weight conversion in letter-rates requests to prevent USPS error 030004 on integer-oz boundary weights.
